Consultancy Services for Detailed Design and Preparation of Tender Documents for Attir and Loonjorin Irrigation Projects, Samburu North Constituency in Samburu County;
The assignment covers 3 municipalities namely Muhoroni-Chemelil, Katito-Pap Onditi and Maseno-Holo. The Municipalities’ strategic role as a service provider and regulator requires locally tailored guidance that aligns with national mandates while reflecting municipal realities: existing service coverage, disposal site conditions, revenue streams, industry and agricultural waste profiles, and socio‑economic vulnerabilities of waste workers and communities.
Key objectives include
- Develop a concise, implementable SWM policy for the three municipalities. This consultancy will produce a concise policy document and a; editable operational toolkits (segregation, collection, transfer/MRF/transfer station, landfill/sanitary cell guidance).
Key Objectives
- Provide a costed 1–3 year implementation plan. This consultancy will provide a package that will be prioritized 1–3-year implementation plan with costed, sequenced actions.
- Strengthen institutional capacity and governance structures. The consultant will apply a risk‑based, results‑oriented approach that: assesses environmental and social risks at the project and program level; prioritizes low‑cost, high‑impact interventions and quick wins; embeds gender‑responsive and pro‑poor measures; and establishes transparent performance metrics and financial arrangements that are administratively feasible for the municipalities. Stakeholder engagement will be participatory and documented, ensuring that vulnerable groups, the informal sector and private service providers are represented and that their inputs shape final recommendations.
- Ensure compliance with World Bank ESS and KUSP safeguards. Delivering a municipality level policy and implementation package is essential to protect public health and the environment, reduce pollution and greenhouse gas emissions, unlock private and blended investment, formalize livelihoods in the informal waste economy, and accelerate progress toward a circular economy
