The primary objective of this consultancy is to design efficient and sustainable irrigation schemes at Attir and Loonjorin and prepare complete tender documents for their construction, in line with the RFP ToR.
Project Overview
Consultancy Services for Detailed Design and Preparation of Tender Documents for Attir and Loonjorin Irrigation Projects, Samburu North Constituency in Samburu County;
The primary objective of this consultancy is to design efficient and sustainable irrigation schemes at Attir and Loonjorin and prepare complete tender documents for their construction.
Specific objectives include
- Feasibility and Baseline Studies: Conduct baseline surveys (hydrological, meteorological, topographic, soil, socio-economic, environmental) to characterize site conditions.
- Hydrological Assessment: Evaluate available water resources (river flows, rainfall, groundwater), determine design flows, and assess water balance for irrigation demands.
- Geotechnical Investigation: Analyze soil and subsurface conditions to inform design of water storage (dams/weirs), conveyance (canals, pipelines), and any structural works.
Specific Objectives
- Scheme Design: Develop conceptual and detailed designs for irrigation intakes (weir/dam), conveyance (main canal/pipes), distribution networks (laterals), drainage, and other infrastructure (e.g. pipelines, pump stations if required). Incorporate design of any supporting civil works (bridges, access roads, control structures).
- Economic and Socio-economic Analysis: Profile the local communities, evaluate potential beneficiaries, and assess economic viability (e.g. crop water requirements, yields, cost-benefit). Ensure gender and social inclusion in planning.
- Environmental and Social Impact Assessment (ESIA): Perform scoping and ESIA studies as per Kenya’s Environmental Management and Coordination Act (EMCA) and EIA Regulations. Identify potential impacts (e.g. on biodiversity, water quality, land use) and propose mitigation and monitoring measures.
- Stakeholder Engagement: Identify and engage relevant stakeholders (county and national authorities, community groups, Water Resource Users Associations, etc.) throughout the design process. Conduct public consultations as required.
- Tender Documentation: Prepare detailed engineering drawings (CAD), Bill of Quantities (BoQ), technical specifications, and conditions of contract for both civil works and supply of mechanical/electrical equipment, suitable for public tendering.
