Consultancy Services towards mitigating Gender Based Violence (GBV) and Prevention of Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH) in civil works contracts for the WSDP. Given the nature of construction projects, GoK recognizes that the potential risks of multiple forms of GBV, SEA-SH in project locations are high.
The risks may include sexual exploitation between workers and community members, sexual harassment and issues related to sexual violence against women and children that may be associated with the project. GoK is therefore committed to mitigate these risks to improve the environmental and social outcomes of the project, through the incorporation of GBV interventions for the contractors, employees, workers and the members of the public.
Specific Objectives
- Assist WSDP in integrating assessment of the level of risk to SEA by developing a standard risk measurement tool with associated indicators, and undertake risk assessments in collaboration with relevant staff on the project to identify situation-specific risk factors.
- Undertake a mapping of GBV services in the project area and create standard operating procedures that describe safe and effective survivor referral and response for SEA and SH cases, agreed by all CSOs.
- Develop data protocols among service providers and the project for SEA-related data management and information sharing.
- Development of sensitization materials for training project workers on SEA, the principles and standards outlined in the code of conduct, and to conduct ToT trainings.
- To assist the project in developing and rolling out community-based sensitization to all community members regarding SEA, their rights, and recourse related to SEA.
- Establishment and review existing grievance redress mechanisms to be sensitive and responsive to SEA reporting.
- Development of an effective monitoring and evaluation framework for the implementation of GBV action plans.
- Act as a third-party monitor for the implementation of the GBV action plan and ensure all parties meet their responsibilities.
